Ballots will be mailed (via U.S. Mail) to members within ten (10) days after the close of nominations by the Election Committee.

� Those members who will not be at their mailing address during the period of the Election may make special arrangements with the Election Committee for special handling of their ballot.

� All ballots returned as undeliverable will be picked up by the Election Committee and the Committee will remail the ballots of those for whom new or proper addresses have been obtained.

� The ballots will be picked up at the Post Office on the day set for tallying by the Election Committee and taken to the Local office for tallying.

� No campaign literature will be mailed with the election materials or posted on bulletin boards belonging to the Local.

� The Local's office equipment will not be made available to any candidates, except the Local will provide the addresses only on the Post Office ready envelopes.

� Nothing in these rules precludes any candidate from handbilling, or any other campaigning in the legal manner.

� In event a nominee is not present at the time of nominations the Election Chairperson must verify, in writing, that the nominee will accept the nomination.

� Write-in nominations on the ballot will not be accepted.

� Nominees will be listed on the ballot by order of a lottery held by the Election Committee.

� Candidates and observers will be permitted to observe all functions of the Election Committee in regards to the elections

� In elections where there is only one nomination for an office, the Election Committee shall cast a unanimous vote for that nominee.

� The Election Committee shall notify the membership of the results of elections via newsletters or bulletin board reports.

HRA'S AND SUCCESS SHARING INFO

Each year the Success Sharing Plan year begins October 1 - September 30.

It began October 1, 2009 under this current contract. (TPA/TPAP expired with the 2004 contract).

IF Success Share pays out; ALL Members will have their payout deposited into an HRA Account (Healthcare Reimbursement Account) regardless of which Medical Plan they chose.

If the member already has an existing HRA account; the deposit will go into that account.

If there is no existing HRA account; one will be established on behalf of that member for the deposit.

IF payable; Success Share dollars will be deposited prior to Dec 31.

SHPS (pronounced Ships) is the administrator of the HRA accounts and when/if dollars are deposited; each member will receive an HRA welcome kit from SHPS that will include information on how to access the dollars, websites and how to view their account. (SHPS has been an administrator here in D-4 for years and relatively successful. Member response has been positive.)

Remember that unused HRA dollars roll over year to year and to reimburse monthly premiums they must be paid from paychecks on a POST Tax basis.

Amendments to CWA Local 4700 By-Laws were voted upon by members during our May 18, 2009 membership meetings concerning the structure of our local leadership. The amendments were passed unanimously by those in attendance. The leadership structure for CWA Local 4700 shall now be President, Executive Vice President, Secretary/Treasurer, North Division Area Representative and South Division Area Representative. Those amendments concerning our local leadership structure were necessary to bring CWA Local 4700 into compliance with the CWA International Constitution.

Subsequently, nominations for those local offices were conducted by the election committee.
